MARK BROOME

UHWO Team Leader

Mark graduated from Mililani High School and is listed in Who’s Who Among American High School Students. He worked in broadcast radio while attending The University of Hawaii at Manoa. Interested in communications and media, he continued his career working in wireless for Voicestream/T-Mobile. He changed career focus to Industrial Chemical Systems working for Ecological Laboratories primarily on Navy and medical accounts. Mark eventually transitioned To Disaster Preparedness and Emergency Management at West Oahu to aide in developing infrastructure and prevention technologies to improve disaster communications and rescue efforts.

KIPP LUULOA

DPEM Student

After graduating from Pearl City High School, Kipp joined the US Navy as an Operations Specialist, working with marine electronic navigation and radio communications. He continued to operate in the communications field over the next several years while concurrently working as a professional musician and entertainer.  A growing concern for the changing climate and apparent lack of overall readiness for emergencies led to an interest in the growing DPEM field, and in 2016 he went back to school, graduating with honors from Windward Community College in 2018 and continuing on to UH West Oahu where he is currently studying.

BRANDY LEGOMINA

DPEM Student

Brandy is studying Emergency Management and Preparedness at the University of Hawaii West Oahu. She enjoys volunteering with Community Emergency Response Team (CERT), scuba diving, hiking, and learning about agriculture while working at a coffee farm. Brandy’s goal in this project is to implement her experiences and skills to help design tools that will help rescue teams be safer while helping to save the lives of others in unimaginable circumstances.

REIKO LOVAN

DPEM Student

Reiko is a student at the University of Hawaii West Oahu campus. She is currently pursuing her degree in Disaster Preparedness & Emergency Management. While balancing her studies she also serves in the U.S. Air Force Reserves. With over 9 years of experience as a certified EMT and military medic, she believes her skills in patient care and emergencies will greatly benefit her future in the DPEM career field. Through this project, she hopes to improve her communication and project management skills, overall preparedness in emergency situations and aid in developments that will eventually save more lives.

ANN TILTON

DPEM Student

Ann is a University of Hawaii student at the West Oahu campus. Currently she is studying Public Administration with a concentration in healthcare. Ann enjoys spending time with her family and friends as well as watching football. Ann’s Involvement in this project is to aide in an
administrative/organizational manner. What interests Ann about this project is that it will provide
first responders with new technology that can be used to locate victims and potentially save
lives.

RAM BRAZA

DPEM Student

Ram is on his last semester pursuing BA Public Administration in Disaster Preparedness and Emergency Management at the University of Hawaii West Oahu. He plans to continue his studies pursuing a dual graduate program in Emergency Management & Homeland Security at the American Military University. His passion for emergency management started when he was still a civilian EMT-Paramedic and it was further enhanced during his time as an active duty U.S. Army Medic. He thinks drones and autonomous robots are the future of emergency management.

DANIEL BUMANGLAG

DPEM Student

Daniel Bumanglag is a student in the Public Administration program at the University of Hawaii at West Oahu. Having earned his Undergraduate Certificate in Disaster Preparedness and Emergency Management in the Spring 2019 semester, he is on track to graduate with his B.A., in Public Administration, Concentration in DPEM in Fall 2019.
Daniel serves as a Volunteer in the City & County of Honolulu’s Department of Emergency Management’s Emergency Management Reserve Corps (EMRC) and is an on-call responder ready to activate for City emergencies that require traffic and crowd control. Daniel is a licensed Amateur Radio operator, callsign KH7DB, and also serves as the EMRC communications officer covering District VIII – Ewa, Kapolei, Waianae.

RYAN GRIFFIN

DPEM Student

Ryan is a student at the University of Hawaii, studying Disaster Preparedness and Emergency Management. He studied Forestry at Purdue University and Outdoor leadership from Colorado Mountain College.  As the Technical Advisor for the group, Ryan is bringing his ten years of active duty experience from the United States Coast Guard in Search and Rescue and the Incident Command System, accompanied with more than 15 years of remote back-country experiences, ranging from expeditions in the Alaska mountain range and the high Andean peaks of South America, to canyoneering and cave explorations throughout the United States. He is also trained in high angle rescues, swift water rescue, and EMT certified.  He is also the STEM lab administrator for the UHWO Veterans Empowered Through STEM (V.E.T.S) program located on campus.

TAMAAIGA OTO LEMAMEA

DPEM Student

Tama is a veteran who served in the U.S Army as a Direct Support and the Navy Reservist providing Operation and Training support for SDVT-1. After serving in the military, he works for the Combat Support Associates for the U.S Army Support Group in the Middle East. Those experiences led him to the University of Hawaii studying Disaster Preparedness and Emergency Management. He also obtained a certificate of Training in the Community Emergency Response Team (CERT) at the Department of Emergency Management in Honolulu, Hawaii. As the climate crisis becomes more serious, it raises concerns in readiness to encounter catastrophic events especially in saving lives. That’s why he joined the SubTAV team for this project, and to interact with students and professors to share ideas, knowledge, and experiences to implement plans and design tools for
the search and rescue team to expedite their life-saving missions .

EDNALYN KISHIDA

DPEM Student

Edna is a senior at UHWO who is concentrating in Disaster Preparedness and Emergency Management. She is interested in studying about autonomous unmanned vehicles and her future goal is to be involved with the environmental aspects of emergency management.

SHIRLEY WATANABE

DPEM Student

Shirley Watanabe is currently pursuing a Bachelors of Arts Degree in General Public Administration and also seeking a Disaster Preparedness Emergency Management Certificate from the University of Hawaii at West Oahu.  She received an Associates of Science Degree in Paralegal studies from the Kapiolani Community College. Shirley graduated with distinction and was on the dean’s list, as well as being part of the Phi Theta Kappa Society.  Her background has been with the government sector for more than a decade in various capacities. She plans to use the knowledge from her studies to help the public, contribute in all areas of government, including their affiliates.  She finished three Honolulu Marathons.
